You are looking at a vintage outboard control box called duotrol.The boxis stuck,levers dont move.Either it needs tobe lube up or thecables are stuck.Were no tgoing to mess with it,Its a fixer upper,for some one that a- do- it-selfer.The cable ends are there.One of the cable sheathing is rippied,could be taped? any rate it is what is,just tryind tobe honest here.The box isa two lever box one is for throttle andone for shift.has no starting capibilites nor has trim and tilt.Cables will be removed for shipping puposes and joysticks may be also.depends on how fit in the box.The cables are appx 12ft long.The box is be selling as is.Please check with your marine dealer to check to make sur this box work for you.We ship to 48 u.s. states only.
