In those states, you must install a CARB-compliant catalytic converter on CARB emissions certified vehicles in the states of California and Colorado, on all vehicles.
CARB-compliant converters contain more catalyst material in order to converter emissions more efficiently and comply with stricter emissions reduction requirements.
